Emergency Food and Shelter (EFSP) Phase 42 Information

The Emergency Food and Shelter Program (EFSP) is a federally funded program administrated by the Federal Emergency Management Agency (FEMA).  The purpose of EFSP is to supplement and expand the ongoing work of local social service organizations, both non-profit and governmental, to provide shelter, food and supportive services to individuals and families who have economic emergencies.

UWGDA administers the EFSP process for Montgomery, Greene, and Preble Counties. A Local Board in each county determines how monies are distributed through eligible EFSP programs in their county. The funds are disbursed by FEMA.

Funding may only be provided to local non-profits or government agencies for the purpose of providing emergency food, shelter or utility services. Under terms of the grant from the National Board, organizations chosen to receive funds must:

  • Be non-profit or a government agency
  • Have an accounting system or fiscal agent that will pay all vendors by an approved method of payment
  • Must provide services within the intent of the program in the area in which they are seeking funding
  • Practice non-discrimination
  • Private non-profit organizations must have voluntary boards
  • As able, involve homeless or formerly homeless individuals in the process of providing emergency food and shelter services.

Eligible Program Expenses

  1. Served Meals: Mass feeding, hot meals, bag lunches and delivered meals. May receive $3 per meal served allowance.
  2. Other Food: Food purchased for food pantries, food vouchers, food boxes and transportation cost.
  3. Mass Shelter: On-site per diem rate limited to $12.50 per person per night.
  4. Other Shelter: Emergency lodging in a hotel or motel – up to 90 days per phase.
  5. Rent/Mortgage Assistance/Eviction Prevention: Up to 3 months or 90 days per phase.
  6. Utilities: (Gas, water, electric) Up to 3 months or 90 days per phase.

Organizations wishing to be considered for a portion of these funds may submit an application using their respective county’s link below. Funding requires strict adherence to policies and deadlines.

HOW TO APPLY

Public or private voluntary organizations interested in applying for Emergency Food and Shelter Program funds, please email your county representative to let them know of your intent to apply, then download the application below using the links. Email your completed application and required attachments to your respective County representative by the due date.

Montgomery county

Montgomery County has been chosen to receive $191,767 for Phase 42 to supplement emergency food and shelter programs in the county.
